GSA 8(a) STARS III Website

8(a) STARS III GWAC is designated as a Best-in-Class contract vehicle by the Office of Management and Budget (OMB).  It provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements.

The Administrator of the U.S. General Services Administration (GSA) is specifically authorized to purchase supplies and nonpersonal services on behalf of other governmentwide agencies.

The scope of the 8(a) STARS III GWAC features and benefits. Acquisition Contract (GWAC) is centered on North American Industrial Classification System (NAICS) code Ordering Information 541512, but may include other NAICS codes which may include, 541511, 541513, 541519, and 518210. The contract offers IT services ranging from services-based solutions such as IT help-desk support, information assurance, cybersecurity, artificial intelligence, and more.

It has a $50B ceiling, and allows for FFP, T&M, labor hour or a hybrid blind of these task order types. The contract access fee is .75%.  No protests are allowed on orders under $10M, except on the grounds that the order increases the scope, period or maximum value of the GWAC.

This award is through a Small Business Administration approved joint venture with RV Global called Transcend IT.
