President and Chief Executive Officer

Wayne Wilkinson is an accomplished leader with experience leading defense, intelligence and technology organizations through periods of rapid growth and development. As President and CEO of Integral Federal, Wayne significantly strengthens the leadership of the company by providing a tremendous set of capabilities and a deep background within the IT services and intelligence analysis federal marketplace. A government contracting veteran of over 25 years, his expertise spans all areas of business including strategic planning, business development, operations and finance. Wayne is responsible for setting the strategic direction, long-term goals, and growth objectives while positioning the firm for continued expansion.

Mr. Wilkinson has held several key executive roles at various government contracting organizations including Whitney, Bradley and Brown (WBB), Harding Security Associates, Athena Innovative Solutions and L-3.  Most recently, he served as the chief operating officer at Ace Info Solutions.

Mr. Wilkinson holds a B.S. in accounting from Virginia Polytechnic Institute & State University and an M.B.A. from Marymount University.

Amanda J. Windle

Chief Growth Officer

As Chief Growth Officer, Amanda J. Windle is responsible for implementing a comprehensive growth strategy, identifying new business opportunities, and developing effective go-to-market strategies. She brings more than 25 years’ experience in Delivery, Business Development, and Capture Management in support of Intelligence Community, Department of Defense, Department of Homeland Security, and Federal Civilian missions and enterprise modernization.

She previously led business development and capture efforts for Amazon Web Services, Novetta, Raytheon Blackbird Technologies, and ManTech, winning nearly $4B in prime contracts.  She has also led ISO-9001 certification efforts, establishing and maturing BD, Capture, and Proposal processes and procedures and formalizing coordination with supporting functions.

As a Business Development and Capture Manager at Amazon Web Services (AWS), Mrs. Windle managed a multibillion-dollar pipeline for top-tier national security clients, booking more than $1.5B in prime contracts. She also established Capture and Proposal SOPs, which resulted in the creation of previously untracked out-year task order pipelines and drove efficiencies in the direct proposal response process.

Before joining AWS, she served as the Director of Service Delivery at Indigo IT, LLC, where she led client-facing operations with a ~$30M/year portfolio and 125 employees. Under her leadership, the company realized 29% organic revenue growth.

Mrs. Windle is a US Army veteran and graduate of the Defense Language Institute Foreign Language Center.  She deployed with the 66th Military Intelligence Company in support of Operations Enduring Freedom and Iraqi Freedom and supported special operations missions in garrison through translation of training materials and language training. She is fluent in Modern Standard Arabic, with a specialization in Iraqi dialect, and Spanish.

Mrs. Windle resides in Northern Virginia with her husband of nearly 25 years and is the mother of an adult son and daughter.

Manuel Mendez

Chief Financial Officer

As chief financial officer (CFO) at Integral Federal, Manuel Mendez will be responsible for managing the business operations of the company in support of the company’s strategic direction and growth objectives.  He will oversee all aspects of financial planning and reporting, accounting and compliance, mergers and acquisitions, auditing, program finance, contracts, IT, quality and pricing strategy.

Prior to joining Integral Federal, Manuel served as Vice president of Financial Planning and Analysis and Government Compliance at Pacific Architects and Engineers (PAE) until its sale to Amentum in 2022.  During his tenure, Manuel helped guide the company through a business area divestiture, its Initial Public Offering, several acquisitions and the company’s ultimate sale to private equity.  Prior to his role at PAE, he held increasingly senior financial leadership roles at Engility and Harris Corporation. 

Mr. Mendez holds a B.S. in Industrial Engineering from Universidad de Los Andes and an M.B.A. from Georgetown University.

Heather Gerczak

Chief Administrative Officer

A strategic GovCon contracts and M&A integration veteran, Heather Gerczak brings nearly two decades of experience to the Integral Federal executive team. As Chief Administrative Officer, Heather is responsible for overseeing various critical functions within the company including Human Resources, Administration, Facilities Management, Marketing, Contracts and Security. She is instrumental in streamlining processes, aligning activities to strategy, setting goals among departments, and fostering a positive work culture, contributing to the overall success and growth of Integral.

Heather joined Integral at the end of 2022 after previously serving as Vice President of Corporate Contracts at Amentum. Her experience also includes roles at General Dynamics Information Technology where she served as the VP, Contracts for the Defense Division, L-3 Communications (now CACI) and Harris Corporation (now Peraton).

Heather has earned a reputation as a trusted GovCon leader with deep expertise in strategic contract, procurement, pricing, risk management lifecycle and problem-solving services for the defense, intelligence and national security sectors. She was recognized as a Top Contracts Exec to Watch in 2023 and Top 12 Contracting Execs to Watch in 2020 by WashingtonExec.

Heather was named Chair of the National Contract Management Association (NCMA) for their Program Year 2025 after serving on their Board of Directors since 2017.  Heather has been recognized as one of NCMA’s Advancing Professionals (2014) and is a graduate (2010) of the NCMA Contract Management Leadership Development Program (CMLDP).Heather earned the NCMA Fellow distinction in 2015.

After receiving a Bachelor of Arts degree in communications from Virginia Tech in 2002, Heather continued her education and earned a graduate certificate from the University of Virginia in procurement and contracts management in 2010 and a Master of Science in Management and leadership degree from Marymount University in 2015.

Ben Johnston

Senior Vice President, Technology

As SVP, Ben Johnston provides over 20 years of software development and operational leadership experience to Integral Federal, Inc. for DoD, Civil and commercial client software and system solutions. Ben’s experience includes portfolio and program management, product development and lifecycle support, and business development. 

Ben started his professional career as a software engineer for a US Army data mining and analysis tool suite before moving on to lead software development teams for the US Army. Prior to coming to Integral Federal, Ben successfully led the development and fielding of various systems, led successful capture and proposal efforts, served as the business interface to various DoD, IC and Civilian customers, and provided P&L leadership for over 150 professionals while serving Federal and commercial clients with biometric and identity intelligence solutions.

Ben holds a Bachelor’s of Science in Computer Science from the University of Pittsburgh, and a Master’s of Science in Project Management from the University of Wisconsin System. He was also nominated for and attended Executive Market Strategy Development at the University of Chicago.

Ben Currently resides in Charlottesville, Virginia with his wife Meghan Johnston and their two daughters.

John Humphrey

Senior Vice President, Operations

With over thirty years of experience in the intelligence, DoD, federal law enforcement, homeland security, and telecommunications industries, John Humphrey is Integral Federal’s Senior Vice President of Operations.  In this role, John is responsible for leading the execution of all programs, managing partner and client relations, and will help to ensure Integral continues to deliver the best talent and solutions to our customers’ missions.

John has held multiple executive positions with small to large businesses where he has led a diverse range of corporate initiatives. John has led the development of service offerings for big data, mission systems development, and cloud migration.   He also supported policy and corporate best practices development. John was previously Vice President of Growth where he responsible for developing Federal growth strategy, best practices, and performing BD and capture for multiple opportunities within the Department of Defense.  As COO for Technica Corporation, John was responsible for leading the company on daily operations, strategic planning, business development activities, best practices and solutions development, change management, and overall P&L He led the company’s largest win valued at $220 million and managed an annual revenue of $120 million. 

John formerly served as a Senior Vice President for Salient Federal Solutions where he led all Intelligence Community, homeland security and federal law enforcement business for the company. He oversaw business development efforts and was responsible for the day-to-day operations and strategic direction of the business unit’s information technology, intelligence analysis, cyber security, and mission support services and offerings. In addition, he served as a Vice President for CACI where he spent 13 years. As Vice President, he was responsible for all facets of building and managing business within the Intelligence Community, focusing on counterterrorism information technology projects, intelligence analysis programs and human intelligence (HUMINT) operations support programs. John also assisted in M&A efforts while at both firms and led integration of over 500 new employees.

John started his career as an intelligence analyst for the Intelligence Community and was a Graduate Fellow while pursuing his master’s degree. He received his undergraduate degree from Northwestern University and holds a master’s degree from Georgetown’s School of Foreign Service Center for Peace and Security Studies. He lives in Herndon, VA with his wife and three children.

David Gillispie

Vice President, Technology

As Vice President of Technology at Integral Federal, David Gillispie assesses, refines and drives both our technology strategy and technology road map to cultivate the expansion of existing programs and the identifying of new opportunities that align with and could benefit from our portfolio of products and services.

David brings over 30 years of technical leadership experience, and has a proven track record of leveraging technology to enhance operational efficiency and create competitive advantages. His career spans a variety of industries: Education, Media/Entertainment, Transportation, State and Federal Government Contracting, and Commercial Contracting. David has instructed at collegiate and technical institutions in the National Capital Region, and delights in explaining technical concepts to a variety of audiences.

Prior to coming to Integral Federal, David ran a private technology practice that focused on assessing clients’ technology landscapes and operations, then devising services, strategies and roadmaps to meet their immediate requirements and future goals.  Prior to that, David served as the Chief Information Officer of the Mission Integration Business Unit (MIBU) at Science Application International Corporation (SAIC, now Leidos), supporting over $500M in Federal Government contracts. David has also served in a number of other strategic senior management roles at corporations and non-profits such as: National Public Radio (NPR), Mantech Services Corporation (MSC), Airbus Industrie of North America (AIRBUS), National Rural Telecommunications Cooperative (NRTC), and Lockheed Martin IMS.

David holds a degree in Electrical Engineering with a concentration in Computer Science from Howard University, and lives with his wife Angela and two daughters in Prince Georges County, Maryland. David is involved in local and international non-profit organizations, and serves on their executive board. He also enjoys playing musical instruments, is a general auto and home handy-man, loves mentoring youth and young adults, and helping the elderly and those less tech-savvy to get acclimated to latest technology.

Kristen Mullins

Vice President, Human Resources

As Vice President, Kristen brings 25 years of experience in government contracting organizations to her role at Integral Federal. Kristen is responsible for leading the company’s human capital strategy and manages the human resources and talent acquisition functions of the organization.

Kristen began her career in government contracting as an analyst on U.S. Marine Corps contracts before transitioning into Human Resources. Prior to joining Integral Federal, Kristen served as the Chief Human Resources Officer for HighPoint Digital, Inc and Vice President of Human Resources at Oceus Networks. Prior to her role at Oceus, Kristen held increasingly senior leadership roles at Grant Thornton and L-3 Communications.

Kristen holds a B.S. in Political Science from the University of Mary Washington and a Master of Science in Administration from Central Michigan University. She is a SHRM Senior Certified Professional (SHRM-SCP) and was named an HR Leader of the Year by DCA Live in 2020.
